Senior Manager, Safeguards and IPLC Engagement
As Senior Manager, Safeguards and IPLC Engagement, Sue contributes to the implementation and continuous improvement of ART’s social and environmental safeguards system and supports engagement with Indigenous Peoples and local communities (IPLCs), governments, and other stakeholders across ART jurisdictions.
Sue is a political economist and development practitioner, with two decades of professional experience working at the intersection of democracy, human rights, conflict mitigation, and natural resource governance, including over a decade collaborating with Indigenous Peoples and local communities to strengthen land and resource rights. Her work has spanned partnerships with national governments, civil society organizations, bilateral donors, multilateral institutions, and private sector actors to advance sustainable and equitable approaches to natural resource management.
Prior to joining the ART Secretariat, Sue worked with a range of international organizations and bilateral donors, including serving in the USAID Foreign Service. She is also on the United Nations Peace and Development Advisors Roster. Throughout her career, she has led political economy analyses, evaluations, governance assessments, and policy processes that translate complex analysis into practical solutions grounded in human rights and conflict-sensitive approaches. Sue received her doctorate in International Development from the International Institute of Social Studies in the Hague. Sue has regional experience across Southeast Asia, Central Asia, and Latin America, and speaks Spanish, as well as conversational Chinese and Burmese.
Board of Directors
The Advisory Board oversees ART’s implementation in accordance with the evolving UNFCCC processes and guarantees good governance, transparent rules, and processes that assure quality and adequate safeguards. ART Advisory Board members all follow the ART Board Charter and the Winrock Code of Conduct. Advisory Board members serve in their personal capacities, not as representatives of their organizations or of particular stakeholder groups.

Secretariat
The ART Secretariat, hosted by Winrock International, is responsible for the operation of the ART program, including the development of The REDD+ Environmental Excellence Standard (TREES) and overseeing the registration, verification and issuance of Board-approved TREES Credits on the ART registry.
